Women reserved seats backed

A NON Government organisation in Chimbu Province has thrown its support behind the call for 22 reserved seats for women in Parliament by 2012.
The Kewe Mariya non formal Christian Education Centres in a statement has urged Chimbu’s six Open Members and Governor Father John Garia to support the proposed bill.
The organisation is a promoter of social issues and educates rural communities about gender equality and participation.
Principal director Kaima Peter Waghi said women were the backbone of the country, adding that they deserved to be represented in Parliament because proper election processes had been hijacked by wealthy and power-hungry males.
He said women must be included in important decision-making panels as they were wise and concerned citizens.
“I call on our good MPs to vote for this bill as it will benefit the society as women know our problems better than male politicians. Women must have a go now or never,” he said.
Waghi said most of the country’s woes could be eradicated if women were allowed to participate in the decision making process.
He said a few women who had made their way to the top have proven their natural capabilities with pride.
“Men have had all those years crippled with rampant corruption, mismanagement and nepotism. Now is the time to give our womenfolk a fair go at the political level to see some changes,” Mr Waghi said.
He said that most women were more brilliant than their male counterparts but could not expose their potential due to suppression, oppression and cultural norms.

Chimbu is top service provider in Highlands
CHIMBU is Highlands’ top basic service provider, according to the National Economic and Fiscal Commission (NEFC).
It is ranked third overall in Papua New Guinea, after West Sepik and Manus.
According to the provincial expenditure review 2008, Chimbu recorded an upward trend in its expenditures and for spreading its expenditure fairly across all medium term development strategy (MTDS) sectors and spending its recurrent budget in a timely manner.
Chimbu is categorised as a low-funded province because of its small revenue capacity average fiscal capacity of 31%.
Despite its small revenue capacity, Chimbu increased its spending in health and HIV, and improved greatly from low spending in education and agriculture in 2007 to high spending in 2008.
There was also increased spending in infrastructure from the lows of 2007 and the province did well on the core basic service delivery areas in health, education, transport infrastructure, primary production and village courts.
Commending Chimbu’s excellent performance, NEFC chairman and chief executive officer Dr Nao Badu said there were provinces whose revenues were greater than their expenditures “yet we hear them say there is not enough money”.
“Look at Chimbu. They have very small revenue and yet they are able to spend well on these basic services to their people.
“For the provinces that have more money, citing Southern Highlands and Enga, their total funding is more than 100%.
“They have plenty leftover money after meeting all their basic service obligations and if they had wanted to improve basic services to their people, they could have funded basic services in health, education, infrastructure, agriculture, but they did not,” he said.
Commenting on the region’s spending on MTDS priorities, Badu said Southern Highlands spent 40% on health which was not enough given its huge fiscal capacity and Enga decided that health was not a priority.
“Look at the amount of money Enga has available. If it was serious about improving the people’s health, it would have spent a huge amount and still have more money to fund other things.”
On agriculture, both Eastern Highlands and Chimbu had given priority to this sector and had funded the activities well.
In terms of spending on transport and infrastructure, Badu said Western Highlands’ funding was not going to the Works Division for implementation but was transferred to Western Highlands Engineering.
Village Courts is the only sector that was well-funded by all provinces in the Highlands except Southern Highlands.

Hi Sirox,
Goodday to you all. Can some one tell me what our new governor is doing at the moment and can elaborate further on the changes he has implemented coz for us Simbu,s living out of Kundiawa, Simbu and PNG do not know whats happening. should we give him another 5 or should we not. Leave it to you all to get your views.
