Is death penalty a solution?

We as the future leaders of our people and of our Nation Papua New Guinea,we have to know the implications and consequences of death penalty.Is it lawfull to murder some body?,is it ethically right?.Is this the solution that will solve the problem? Or it will cause further problems? Therefore disscuss the issue and come up with your suggestions? IS IT LAWFULL or UN LAWFULL....????
